Pawtucket Cogeneration Plant – Full-Facility Redeployment & Site Clearance

Project Overview

When Pawtucket Power Associates decided to retire its cogeneration plant in Pawtucket, Rhode Island, the company needed a way to remove the facility without taking on the cost and management burden of dismantlement, equipment disposition, transportation, and cleanup.

Phoenix Equipment acquired the complete facility and assumed responsibility for the plant assets and physical site clearance. The facility included a GE Frame 6B gas turbine and associated cogeneration equipment that could still retain value in the secondary market.

By combining equipment remarketing with dismantlement and removal, Phoenix created a structure that allowed Pawtucket Power Associates to exit the facility without incurring the cost of plant removal.

The Challenge

Pawtucket Power Associates wanted a single party to take responsibility for both the plant assets and the physical removal of the facility. Phoenix therefore had to determine which equipment could be remarketed, coordinate dismantlement and transportation, and clear the site without shifting those responsibilities back to the owner.

The project economics also depended on recovering value from reusable equipment rather than treating the entire facility as demolition material.

Recovering Value From the Cogeneration Equipment

The GE Frame 6B gas turbine represented one of the plant’s most valuable reusable assets. Phoenix marketed the equipment and ultimately sold the turbine to an energy producer in Rochester, New York, allowing a major component of the retired cogeneration facility to continue in industrial service.

The resale potential of the Frame 6B and other reusable assets helped support a transaction structure in which Phoenix could take responsibility for both the plant and its removal.

Dismantlement & Equipment Removal

Phoenix coordinated dismantlement of the facility and removal of the major reusable assets, including the GE Frame 6B turbine. Equipment intended for resale was prepared for transport before the remaining plant structures and materials were cleared from the site.

Once the recoverable equipment had been removed, Phoenix completed the remaining site-clearance work and returned the property broom clean.

Project Outcome

Pawtucket Power Associates completed the closure of the cogeneration facility without incurring the cost of plant removal. Phoenix acquired the facility, managed equipment disposition and dismantlement, and returned the property in broom-clean condition.

The GE Frame 6B turbine was redeployed to a new energy application in Rochester, while the original owner avoided having to separately manage equipment sales, removal contractors, transportation, and cleanup.

Using Equipment Resale to Support Plant Closure

The Pawtucket project showed how equipment resale could directly support the economics of plant closure. By identifying secondary-market value in the GE Frame 6B and other reusable assets, Phoenix could structure the acquisition around both asset recovery and site clearance.

Phoenix combined equipment remarketing with dismantlement and removal under one project, allowing Pawtucket Power Associates to exit the facility without separately managing equipment sales, contractors, transportation, and cleanup.
